It's all there- - - -the linings are just worn to the point they aren't getting any contact with the drum. I'd suggest a full rehab- - - -new/relined shoes and a total cleanup of all the working parts. Is the wheel cylinder functional? A rebuild or replacement of all the hydraulic system parts is cheap life insurance!
