John, sorry to hear about your Mom, try someone a little higher up on the food chain with the DMV. Be nice but persistant in that GA. does not have a title for this age vehicle. State that no regristration card exhists as it was not on the road or registered by the last known owner. Most important, don't give up....if some one you are talking to doesn't have the authority to say "yes"...then ask to be sent to someone who does. A notorized bill of sale using the S.C. dmv form worked for me.
Don't give up...stay after it and push it to Columbia if necessary.

My family and I live in SC and have been into old cars / trucks for 30+ years. There are only a couple ways we have ever gotten a title. One was by having a friend in Alabama get a title there on a car, then transfer it to us. We've tracked car after car to dead ends. I don't know why they're so crazy here. There are also title services that are a little shady. I know they advertise in the old car publications. Somehow they provide something like a signed registration card from 1975. They probably don't even know when the car was last registered, but neither will the SCDMV if the car came from GA. My brother titled a GTO this way about five years ago. We've been through this time and time again. The thing is, the only person who ever sees it is the clerk who doesn't have a clue. If it says what it's supposed to say, she'll stick it in the file and you're out the door.

called ga dmv again told them my situation and all they would say is im sorry but we cant release that information. (last registered owner)i hope i can get a rebuild title.
