The side cover on my 207 CID engine has not been removed in over 60 years. I noticed that there were no lifter springs or guide and retainers. This old 1935 Chev farm truck must have been run like this. Yet when you look at 1935 Chev service manuals they clearly show the springs and retainers being installed. I can see the machined surface and 3 threaded holes where the “clamp” part must have been bolted to.

Yes, your engine should have springs and retainers.

There must be a reason why all components of the lifter springs were removed. I’ve seen other images of 207’s that showed no lifter springs.

The lifter springs are not visible, they are down in the lifter bore with the spring retainer holding them in place.

Here's a picture of what you're asking about (Push Rod, Spring and Spring Retainer).

They were there to keep the lifter in constant contact with the cam. Without them the lifter face can get hammered by the cam if they float due to a loose valve adjustment.
