This came in a box of 1949 Suburban parts, or maybe it was with a 50 1ton project, or maybe 51 GMC project. Nonetheless I painted it red and have been kicking this thing around for 10 years not knowin what it is for. Help!

(It looks good in red...was thinking green or blue, but the red? Oh man!)

That's a shift quadrant part for a Turbo 350 or 400 automatic transmission. It bolts onto the selector shaft at the side of the transmission. That particular one is for a vehicle with a floor shift- - - -the small stud with the lock ring groove on it is where a small cable attaches that unlocks the steering wheel when the vehicle is shifted out of Park, or possibly the floor shift cable itself.

Ok! I had a 59 GMC WITH A TH 350 many moons ago. That explains it. Thanks. And here I thought it was extremely rare and I could retire after it sold. Back to work on Monday I guess.
