1955 chevy parking brake cabels

1955 1st series 3100 parking brake cable there is a felt seal. Does this seal go between backer plate and cable or does it between cables half's

I have a ‘52 3100 and I placed mine between the cable bracket and the backing plate. It didn’t seem to me that it would make a completely watertight seal, but it was the most logical spot.

its not some thing youll have off in a while, sealer well work just as good, bolt the cable on, clean up the excess and your dont
