They are for preventing a truck from rolling when parked.

The one in the pix on the right looks very similar to the one I have. I scrounged it from a 70's pickup. Kinda like this:

Patent Number comes up with Samuel A. Snell, Assignment to The Logan Gear Co, Toledo Ohio, Patent applied for July 7, 1936.

Your second one with the black painted parts is a bit more modern, I'd guess.
