Im not cutting up a perfectly good step for that. Sorry. But i would suggest. Cutting a metal strip to fit under it and then fill with a welder. It might come out pretty decent. At least for the time being til you find a replacement step. Not sure how the rest of the truck is, but might not be worth fixing at all, just replacing.

It wouldn't be that hard if one had access to a sheet metal brake to pretty quickly fab up a patch for that.

I had some similar damage and filled the holes with weld metal using a copper backer formed to fit underneath. It was a lot of work but came out acceptable. Glenns suggestion of a sheet metal backer would work too, but you might have a lot of cavities where moisture can hide and the rust continue.

Replacement combo rocker, step and riser panels are available for you favorite vendor for about $70...that might be the fastest/cheapest way to go. I did both of mine (left and right) by drilling out all of the spot welds and welding the complete panel in. To me that was easier than trying to patch in the middle of a large mostly flat panel. I think I did have to remove the reinforcement channel that is welded under the step and transfer it to the new step.
